Attorney Carol Cook Carter is the choice candidate for 19th Circuit Judge, Place 5. She will appear on the ballot in the Republican Primary on May 19, 2026, and has deep roots across Autauga, Elmore, and Chilton counties.
With more than 25 years of legal experience, Carol has built a career defined by service, integrity, and a steadfast commitment to protecting the most vulnerable. Since being admitted to the Alabama State Bar in 2001, she has cultivated a practice that spans criminal and civil law across Circuit, District, Probate, and Juvenile courts.
A certified Guardian ad Litem, Carol has devoted years of her career to representing children and incapacitated adults who cannot advocate for themselves. She serves as a contract attorney in Autauga Juvenile Court, primarily handling abuse and neglect cases to help ensure children are placed in safe, stable environments. She is also frequently appointed across the 19th Circuit Court to represent children in complex custody matters.
Carol earned her Juris Doctor from the Cumberland School of Law at Samford University, where she was named to the Dean’s List, participated in the Cordell Hull Speakers Forum, and was a semi-finalist in the prestigious Donworth Moot Court Competition.
Her early legal experience included working with the Office of Montgomery District Attorney Ellen Brooks, J. Myron Smith & Associates, and under then-Attorney General Bill Pryor in Capital Litigation. After co-founding Kervin & Cook, Attorneys at Law – the first all-female law practice in Autauga County – she later returned to private practice in Prattville, where she has worked since 2014. Carol served as a child support referee in Chilton County, ensuring parents met their financial obligations to their children. She has also served as special master or special-appointed judge during her career.
Carol and her husband, Steve, have resided in Holtville for the past twelve years and will soon celebrate 24 years of marriage. The Carters’ three children and two grandchildren are also Elmore County residents. The family serves and worships together at Shoal Creek Baptist Church, where Carol is an active member of the women’s ministry and choir. The Carters helped co-found “Tools of Ministry”, a construction-based mission team entering its 15th year, building churches and ministry facilities in underserved communities across the United States.
“As your Circuit Judge, I will ensure every party is heard, every individual is held accountable, and the law is applied fairly to help reach a tenable outcome,” Carol said. “I am committed to upholding the Constitution and the laws of Alabama without bias or prejudice.”
