A student at Stanhope Elmore High School has been arrested by Millbrook Police, charged with indecent exposure and harassment, relating to an alleged on-campus incident.

Kristian M. Mullins, 19, allegedly exposed himself and touched a female student inappropriately on school grounds that reportedly took place in March of last year.

In a separate incident and earlier arrest in November of last year, Mullins was accused of a sexual crime on school grounds with another reported victim. In that matter he was charged with Sodomy 2nd Degree.

Mullins has not returned to school at SEHS since that arrest in November, and has been in alternative schooling. He bonded out on those initial charges in November and that case will be presented to a future Elmore County Grand Jury.

This latest arrest this week stems from allegations from an incident that reportedly occurred in a classroom in March of last year.  As these most recent charges are considered misdemeanors, it will be presented before the Millbrook Municipal Court Judge in the near future. Mullins immediately bonded out on the most recent charges and is no longer in custody. He is presumed innocent on all charges until his day in court.

The school administrators became aware of the most recent allegations after a meeting with the alleged victim’s family. They immediately notified the School Resource Officer, who completed a State Incident/Offense Report and referred the victim to the Millbrook Municipal Court Department.

On Tuesday, officers with the Millbrook Police Department’s Street Crimes Unit were able to locate Kristian M. Mullins at his Coosada residence, where he was placed under arrest, being charged with Indecent Exposure and Harassment pursuant to warrant. Mullins was transported to the Millbrook Police Department, where he was processed and later released upon satisfaction of bond requirements.

“It absolutely infuriates me that anyone would conduct themselves in this manner at any point and time, but this (most recent) alleged offense occurred in a classroom at one of our schools, while class was in session. As the police chief, a parent and a grandparent, it greatly disturbs me that there was such a delay in this incident being reported to school officials and law enforcement. That said, I want to be clear, I am in no way criticizing the victim in this case. What I am saying, with intent and purpose, is that we as parents, teachers, school administrators and law enforcement have to instill in our young people that things like this, no matter how difficult or embarrassing, must be reported to the appropriate people. Preferably, that would start at home, with a parent or guardian, but it could be anyone. At the end of the day, the school officials and law enforcement must be made aware of issues like this, sooner rather than later, so that the issue can be addressed and appropriate actions taken. This is imperative, so that we can provide a safe and secure environment in our schools, as well as protect our most precious resource, which is our young people.

While the roles of educators and law enforcement differ drastically, when it comes to the safety and wellbeing of our young people, particularly while in a learning environment, our mission is the same. I want to thank the administrators at Stanhope Elmore and the Coosada Police Department for their assistance in this case.”
