Residents Speak Against Proposed RV Park, Zoning Change near Area of Lake Shore Drive in Millbrook

The Millbrook City Council tabled a zoning change this week at their regular meeting concerning a potential RV Park that could be coming to the area of Caroline Drive, Lake Shore Drive and Coosada Parkway on Clear Lake. However, it will be back up for a vote at the next Council meeting Feb. 23 at 6 p.m. in the Municipal Courtroom. The meeting is open to the public.

The Council had scheduled their second reading of Ordinance Z21-02 which was a zoning request for the Odell property in the area of Caroline Drive, Lake Shore Drive and Coosada Parkway on and around Clear Lake. The issue was tabled at the request of the owner in a written request prior to the meeting we have learned. At the meeting the owner’s representative stood to make a verbal request as well, adding he will return with more information when and if the issue is brought back to the table.

Much of the property around the small lake is owned by Brad Odell. However, some residents both on the lake and in the area said they are concerned that an RV Park would damage the quiet area, lake and bring more traffic to a roadway system they say is prepared for additional traffic, or large RVs.

A petition against the RV park was posted on social media by resident Kay Walters.

Multiple residents attended the meeting Tuesday, some for the first time after hearing about the ordinance, claiming they had only learned about the proposed RV park in recent days.

The city is required to post public notices in locations such as City Hall, Post Office, Library, and Police Department.

The posts were made, but no one showed up to speak against the proposed park at the public hearing held in late January during the City Council meeting.

Residents Tuesday said they are concerned how an RV Park would be run, and also complained about recent dumping of logs, concrete and other debris into the lake by Odell and his associates.

Currently the area in question is zoned FAR (Farm, Agriculture and Recreation).  Owner Brad Odell is requesting RV-1 zoning.

During Millbrook’s city council meetings, before any vote on an issue, any person is allowed to speak about particular concerns. In a meeting that usually only sees a handful of visitors, and few who stand to speak, it was obvious that a lot of people had something to say and the majority of the comments concerned negative opinion the proposed RV park.

Standing to speak in favor of the park Tuesday was the owner of the property, Brad Odell. Those against included area residents Bob Camp, Kay Walters, Sylvester Snyder, and Bobby Chambers.
