Millbrook’s ‘Seventeen Springs’ Partnership Moving Forward with Release of RFQP

FROM THE ELMORE COUNTY COMMISSION

On July 22nd, the Greater Montgomery YMCA, Elmore County Board of Education, City of Millbrook, Elmore County Economic Development Authority, and the Elmore County Commission announced an exciting project for west Elmore County called The Fields at Seventeen Springs. On August 12th, the partnership released a Request for Qualifications/Proposals (RFQP) for architectural services for the project. In addition to our current design partners who helped develop our master plan, Dalhoff Thomas and Krebs, the partnership desires a complimentary design firm who can handle architectural services for the entire project and most importantly The Fieldhouse, a centerpiece to the overall development.

A copy of the RFQP can be found below.

Any questions related to the Seventeen Springs project can be sent to Richie Beyer at wrbechd@elmoreco.org.

Here is the RFQP information:

Requests for Qualifications and Proposals for The Fieldhouse “The Fields at Seventeen Springs”

The City of Millbrook, Elmore County Commission, Elmore County Board of Education (ECBOE), Elmore County Economic Development Authority (ECEDA) and YMCA of Greater Montgomery (YMCA), collectively have formed a partnership to construct a recreational economic development project called The Fields at Seventeen  Springs.  The centerpiece to this development will be an event center to be entitled “The Fieldhouse.”

Modeled in theory after the Cramton Bowl Multiplex in Montgomery, AL, the venue will be designed to  complement  that  area  venue  and  provide  for  events  of  a  similar  or  smaller  magnitude throughout the year. This Request for Qualifications and Proposals is intended to allow the design community to propose what such facility may  look like and  how  the facility may be  utilized to  support the  activities shown on the partnership’s master plan as  well as other programs currently  hosted by the Grandview YMCA and its partners.

The development will run along Hwy. 14 in Millbrook and adjoin land already owned by the Grandview Family YMCA.

The goal of the RFQP is to select design partners who can best capture our vision for the design The  Fieldhouse  and  can  work  alongside  our  current  team  members,  Dalhoff  Thomas  and  Krebs Engineering, to fulfill the all the remaining elements needed by the partnership to fully implement the improvements shown on the master plan. In short, the selected design team will not only perform the design  for  The  Fieldhouse,  but  will  also  be  the  design  team  to  work  alongside  Dalhoff  Thomas,  Krebs Engineering and the partnership to deliver all the improvements in the three phases of the project.

The structure is currently assumed to have under a 100,000 SF building footprint. A copy of the master plan  for  the  development  and  details  of  the  phases  and  their  components  is  included  for  additional information for the design team’s review and consideration when proposing a concept. Design Teams should detail out why they propose to utilize the square footage shown in their proposal, plan to submit one hard copy and a digital copy of their proposal, plan to detail out the proposed budget for the concept derived (assume site has been previously graded  to correct elevation and compaction when  calculating  building  cost  and  fee  proposal),  submit  details  on  any  other  design  team  members proposed to design the building,  and submit their proposals by Wednesday September 23rd at 2 pm to Richie Beyer, Elmore County Operations Officer, 100 E Commerce St, Wetumpka, AL 36092.

To submit a proposal, a mandatory Webex meeting will be held on Wednesday August 19th at 2pm to provide prospective design teams insight into the overall project, The Fields at Seventeen Springs, and the vision of how The Fieldhouse will serve as a centerpiece of the three planned phases.

To participate in the Webex, send your email address to wrbechd@elmoreco.org so an invite through Webex can be delivered. Emails from prospective design teams received after close of business on Tuesday August 18th may not receive a Webex invite to participate. Proposals will be reviewed by  the  partnership’s steering committee,  and design teams being asked to present a formal presentation will be selected at that point.

Design teams that do not follow this process or work through the individual partners directly will not be considered in this process.  Should you have questions during the process, email them to Richie Beyer at wrbechd@elmoreco.org to receive clarification and information.
