Chief releases more information on student hit by vehicle this morning

On Wednesday, April 9, 2025, at approximately 7:27 AM, Millbrook police officers responded to the 3700 block of Chapman Road with regard to a traffic collision involving a pedestrian. Upon arrival, responding officers located a 13-year-old juvenile who had been struck by a vehicle which was travelling eastbound on Chapman Road. Millbrook paramedics responded to the scene and transported the juvenile to a local medical facility for treatment and evaluation.

According to information provided by both the victim and witness statements, the juvenile/victim, had missed his school bus and was walking from his residence to school via Lilly Pad Place, which is in the 4800 block of Main Street, adjacent to Chapman Road. As the victim attempted to cross Chapman Road from the Lilly Pad Place parking lot entrance to Chapman Road, traffic in Chapman Road’s westbound lane was stopped. The victim crossed the westbound lane and was struck by a vehicle travelling in the eastbound lane of traffic.

We never want to see any pedestrian struck by a vehicle, especially a minor child. Unfortunately, this young man apparently had missed his bus this morning and was attempting to walk to school when this incident occurred. Traffic travelling westbound towards Main Street was halted, but traffic was entering Chapman Road from Main Street, travelling eastbound towards the school at the time of the collision. Apparently, the young man failed to observe the oncoming traffic travelling east and the driver was unable to react in time to avoid making contact with the pedestrian. Fortunately, the vehicle, having just turned off of Main Street, was not travelling at speed at the time of the collision. The injuries sustained by the victim were described as non-life threatening.

We encourage any pedestrians walking adjacent to our city streets to exercise due caution, utilizing designated crossing areas and sidewalks, when they are available. There are crossing guards, school officials and police officers in designated areas to assist pedestrians during school traffic. That said, we can’t be at every location where someone attempts to cross a city street, so it is imperative that we encourage our citizens to make sure that the roadway is clear of traffic prior to entering or crossing a city street. We also encourage motorists travelling our roadways to drive defensively, being hyper vigilant, particularly during peak traffic times, such as morning and evening rush hours and school traffic times.
