Elmore County Commission Tackles Full Agenda

The Elmore County Commission tackled a full agenda Monday night from a Constitution Week Proclamation to funding decisions on the Seventeen Springs Complex. 

Representatives from the Daughters of the American Revolution (DAR) presented a proclamation to the Commission declaring September 17-23 as Constitution Week. 

“I know you give us something every year…we want to give something to you,” said DAR Representative Elizabeth Speer Gillian. “ 

DAR Representative Kathleen Gillian read the proclamation and thanked the Commission for its “continued interest in local, state and national history.” Also representing DAR was Terry Dotherow. 

Commission Chairman Troy Stubbs told the DAR representatives that “we appreciate what you do.” 

“Often times we rely on other people to teach our children…it brings to light the importance of us as parents and grandparents to teach our children about history,” Stubbs said. 

Stubbs said that he hopes everyone has the opportunity to visit the Charters of Freedom, an Eagle Scout project outside of the Elmore County Courthouse. “I am hoping to have children come up and see it,” he said.  

The Charters of Freedom exhibit is the first constructed in the state of Alabama. The exhibit came to be thanks to the determination of local Eagle Scout Rhett Pinkston, the Elmore County Commission, Gardner Perdue, scoutmaster of Wetumpka’s Troop 50, and Foundation Forward, Inc., a nonprofit educational organization out of Valdese, North Carolina. 

Also Monday, two Elmore County Commissioners, Henry Hines and Desirae Lewis, were recognized for completing a course of educational requirements through the Alabama Local Government Training Institute. 

In old business, the Commission vacated a portion of Jug Factory Road as part of the realignment project of Jug Factory and Marshell roads 

In new business, the Commission 

  • Approved a FY2022 Detention Contract with the Department of Youth Services (DYS) for one detention bed. 
  • Approved a FY2022 Long Term Detention Subsidy Agreement with Montgomery County for two detention beds. 
  • Approved a FY2022 Diversion Grant Contract with DYS 
  • Approved a FY2022 Humane Society of Elmore County Agreement 
  • Approved amendments to the FY2021 budget 
  • Approved awarding Emergency Management Agency/Homeland Security Bid Inquiry 2021-19 trailer to lowest responsible bidder 
  • Revised job description of Chief Information Officer 
  • Approved Maintenance and Operations Agreement with the Alabama Department of Transportation (ALDOT) for a traffic signal at the intersection of Highway 14 and Coosada Parkway as part of ATRIP II project award 
  • Awarded bids bn: 2021-PW8 Turf; 2021-PW9 Traffic Stripe; 2021-PW10 Lighting; and PW11 Tennis Courts (no bid). 
  • Awarded 2021-PW7 (revised) Seventeen Springs Multi Sports Complex Phase 1, to low bidder, WAR Construction. Action included necessary budget amendments for FY2022 to cover expenditures for project and reimbursement from the City of Millbrook and the Elmore County Board of Education (ECBOE). 
  • Approved purchase of field turf and sports lighting from Sourcewell Cooperative including budget amendments to the FY2022 budget to cover expenditures for project and reimbursement from the City of Millbrook and the ECBOE. 
  • Approved authorizing the Commission Chairman and Chief Executive Officer to execute design contracts for the remainder of the Seventeen Springs Complex including budget amendments to Fiscal Year 2022 budget to cover expenditures and reimbursement from the City of Millbrook. 

Fall Cleanup 

The Elmore County Commission will host a Fall Cleanup on October 23-24, 2021. With increased litter on the road sides, the Commission is hosting this Fall Cleanup ahead of the typical Spring Cleanup. The Spring Cleanup will take place in early 2022. During this Fall Cleanup, there will be groups assigned throughout the county in different geographic areas. Examples of volunteer groups encouraged to participate could include church youth groups, school sport groups or clubs, community groups, volunteer fire departments, boy/ girl scout groups – just to name a few….

Emergency Preparedness 

September 2021 is National Emergency Preparedness Month. National Preparedness Month (NPM) is an observance each September to raise awareness about the importance of preparing for disasters and emergencies. The 2021 theme is “Prepare to Protect. Preparing for disasters is protecting everyone you love.”  Weekly posts will be made throughout the month to share information about NPM.
