On Monday, May 25, 2026, at approximately 1:37 PM, Millbrook police attempted to conduct a traffic stop on Highway 14, near I-65, for multiple traffic violations. The vehicle, a 2004 Buick Century, continued west on Highway 14, turning southbound onto I-65, accelerating to speeds approaching 100 miles per hour. The vehicle continued southbound, turning onto the Northern Blvd, continuing to the Lower Wetumpka Road exit. The vehicle continued onto Lower Wetumpka Road, proceeding through the Chisholm community to Fairground Road, eventually circling back to Lower Wetumpka Road.
The vehicle came to a final stop in the 2800 Block of Lower Wetumpka Road, where the driver and lone occupant, later identified as Joelouis Duncan, a 23-year-old Montgomery resident, was taken into custody, without incident or injury. Duncan was placed under arrest, being charged with Felony Attempting to Elude and Tampering with Physical Evidence. Duncan was transported to the Elmore County Jail, where he remains under no bond, pending warrants being obtained and served.
In speaking with officers involved in this incident, this alleged offender, as well as his actions today, are a prime example of why the laws pertaining to vehicle pursuits needed to be modified. I greatly appreciate our State legislator’s efforts to address these concerns during the last legislative session. Today was evidently not the first time this alleged offender has attempted to elude law enforcement, as he appears to be out on bond for similar offenses committed in the 19th Judicial Circuit.
Had this young man stopped when our officer activated his emergency equipment, he more than likely would have been issued some traffic citations and released. Even if he had items in his possession that would have necessitated his arrest, there was no reason for him to continue to drive in the reckless manner and speeds that he approached during this pursuit. His actions placed his life and those he encountered in jeopardy unnecessarily. Fortunately, this situation came to its best resolution, with no one being harmed and no damage to property. We will be notifying the District Attorney’s Office of the alleged offenders’ arrest, in hopes that his bond on the previous charges may be revoked. Hopefully he’ll be prosecuted and placed somewhere that he cannot place himself and others in harm’s way, as he’s demonstrated, by his actions, that he has no intention in complying with the laws of our State.
I want to commend our officers for their professionalism in apprehending this alleged offender without incident, as well as thank both the Alabama Law Enforcement Agency and Montgomery Police Department for their assistance in this case.
