Montgomery men Arrested for alleged Organized Retail Thefts from Millbrook Walmart

On June 19th, June 27th and July 4, 2025, two individuals entered the Walmart, located at 145 Kelley Boulevard, allegedly committing theft each time. Both individuals are alleged to have worked in concert to steal assorted merchandise from the business. Pursuant to an investigation, detectives from the Millbrook Police Department’s Criminal Investigations Unit were able to identify Levouris D. Julius, a 19-year-old Montgomery resident, and Christopher O. Ruffin, a 19-year-old Montgomery resident, as suspects in these cases.

On July 9, 2025, Millbrook detectives received information that Julius and other subjects were in the process of committing a theft from the Walmart in Alabaster. Information was relayed to law enforcement in the surrounding area and with the assistance of the Clanton Police Department and the Chilton County Sheriff’s Office, Levouris Julius and Christopher Ruffin were taken into custody. Millbrook detectives responded to the scene of the traffic stop, where they recovered approximately $4,000.00 worth of stolen property from Julius’ vehicle.

Both individuals were placed under arrest, with Julius being charged with 3 counts of Organized Retail Theft and Ruffin being charged with 2 counts of Organized Retail Theft. Both individuals were placed in the Elmore County Jail, with Julius under a $90,000.00 bond and Ruffin under a $60,000.00 bond. Additional charges are pending against both alleged offenders in multiple jurisdictions as a result of this investigation.

This is an example of outstanding police work on the part of our Criminal Investigations Unit, as well as the great working relationships that we enjoy with law enforcement agencies in the surrounding area, loss prevention staff at Walmart and the partnership that we have with Crime Stoppers.

These retail thefts continue to plague retail businesses and law enforcement agencies in our state and nationwide. As a result, much like the individuals committing these thefts join forces, working in concert to commit these criminal offenses, law enforcement agencies also work in concert with our local retail loss prevention personnel, our law enforcement partners, as well as Crime Stoppers to identify and apprehend these criminal offenders.  Our officers and detectives maintain an excellent working relationship with our local Walmart loss prevention personnel. We stand at the ready to continue to apprehend and prosecute these individuals, who continue to commit these retail thefts at businesses in our city. We love for people to visit our city and encourage them to enjoy the shopping and entertainment opportunities available here. That said, while we have some very nice hotel accommodation available here, with more to come, if you commit retail theft here, the only lodging options for you will be the Franklin Inn, otherwise known as the Elmore County Jail.
