On February 14, 2025, Jim T. Norman, a 57-year-old Prattville resident, surrendered himself to Millbrook police on a Harassment warrant, which was issued by the Millbrook Municipal Court stemming from a complaint signed by a citizen pursuant to a verbal altercation, which turned physical in November of 2024. Mr. Norman was placed under arrest, processed and later released on bond.
This arrest stemmed from a complaint from a citizen, who filed a police report with this police department in November of 2024, which alleged that a verbal altercation between the complainant and alleged offender turned physical when the alleged offender shoved him, causing him to fall to the ground. From my understanding of this case, the victim initially declined prosecution at the time the report was originally filed, but would later, in December of 2024, file a complaint with the Millbrook Municipal Court, seeking a warrant of arrest against Mr. Norman.
Due to the time lapse between when the original report was filed and other mitigating factors in this case, it was determined by the Municipal Court that a probable cause hearing would be scheduled to determine if there was sufficient probable cause present for the issuance of a warrant. Upon reviewing the facts of this case, Millbrook Municipal Court magistrates determined there was sufficient probable cause present to issue a warrant for the arrest of the alleged offender. Upon issuance of the arrest warrant, Mr. Norman was subsequently placed under arrest, being charged with Harassment.
I am aware that the alleged offender, Mr. Norman, is a practicing attorney in our community and the surrounding area, which has absolutely no bearing in this case. Mr. Norman was aware that a report was filed in this case, as well as the fact that the victim had decided to pursue his prosecution. Upon learning that a warrant had been issued for his arrest, Mr. Norman promptly surrendered himself to the Millbrook Police Department and cooperated fully through the arrest process prior to his release upon satisfaction of bond requirements.
