On Monday afternoon this week the Elmore County Commission recognized Alabama House District 75 Rep. Reed Ingram for his dedication to county government in Alabama – specifically through his sponsorship of and passage of act 2021-390 and 2021-291.
The first bill increased local government representation on the Employees’ Retirement System Board of Control, while the second alleviated local confusion associated with the municipal exercise of police and planning jurisdiction.
“He [Ingram] knows the importance of county government and recognizes the things that counties are able to do that other levels of government can’t. It takes dedicated legislators to step up and do what’s necessary to serve our needs as a county,” said Troy Stubbs, Chairman and District 3 Commissioner.
Ingram briefly spoke about the integrity that the Elmore County Commission holds.
“I want to say thanks to the leadership of this amazing county. If every county that I represent was like this, it would be so easy. Y’all have great leadership, staff and it’s an honor every time that you guys bring me a bill because I know you all thought it through,” Ingram said.
Ingram served on the Montgomery County Commission from 2004-2014. He was elected to the Alabama House of Representatives on Nov. 4, 2014.

The commission passed new business that will allow Chairman Stubbs and the Chief Operations Officer Richie Beyer to execute contract documents for the design of the CDBG (Community Development Block Grant) CV Storage Facility, which will be located behind the EMA building on 231. Earlier this Summer, the Commission was awarded a CDB grant at an amount of $600,000, which will help to pay for the new facility.
“It will be very similar in design to the existing storage facility that’s already there,” Stubbs said. “It will provide an inoculation site for any potential, future pandemics or other health issues that may arise in Elmore County. It will also be a place where many supplies needed for something like that can be stored but then serve the entire county. So, Volunteer Fire Departments, Police Departments and City Fire Departments, whatever it may be – there can be things there collectively stored and then distributed in the time of need,” Stubbs said.
The commission also adopted their FY2022 holiday schedule, with the most notable change being the new federal holiday, Juneteenth. Chairman Stubbs explained the importance of getting the schedule out early.
“We had several issues two or three years ago with regards to holidays and our calendar conflicting with the state’s calendar. There were some dates added to their calendar just days before the calendar were to occur, so that put us and our employees in a challenging position. It’s important for us to get this out early so that our employees have some flexibility with their scheduling,” Stubbs said.
